The Joongang Ilbo has the goods on legislation for deploying peacekeepers and a proposal to staff a Korean contingeny unit for UN peacekeeping missions:
February 07, 2005 ㅡ The Roh administration and the governing Uri Party plan to introduce legislation under which Korean troops could be sent on overseas peacekeeping missions without National Assembly approval, officials said yesterday.
"We are seeking to establish new laws on overseas troop deployment to meet United Nations requests for peacekeepers more promptly," a high-ranking official of the Ministry of Defense told the JoongAng Ilbo on condition of anonymity.
Separately, the Defense Ministry is considering forming a standing unit of troops that would be earmarked for the United Nations Stand-by Arrangements System, the official said. Under that system, member states make conditional commitments of troops, materiel and equipment for rapid deployment in UN peacekeeping missions. These resources remain on standby in their home countries until requested by the UN.
