This document is not alarmist in the security threat assessment. Some reports indicate that this document mentions the threat from China. In my translation of this document, it mentions, “China, which has big influence on the security of the region, is modernizing nuclear missile capabilities and maritime air power as well as extending its activities in the ocean. It is necessary to watch theses trends in the future.” That’s all. It is just describing the fact, and different from regarding China as a threat. This document is based on a very realistic but calm, moderate attitude.
