파키스탄에서 5건의 폭탄테러가 일어나 하루 만에 40명이 숨졌습니다. 미군 미사일에 지도자가 사망한 후 보복 공격을 다짐한 탈레반의 공세가 거침없습니다.

파키스탄군이 탈레반 소탕 작전을 예고하고 있는 가운데 탈레반이 15일 연방수사국(FIA)과 경찰학교 등 4곳을 동시에 공격해 적어도 39명이 숨지는 일이 발생했다. 이에 대해 파키스탄군은 즉각 보복에 나서 남부 와지리스탄 지역의 탈레반 거점을 폭격해 29명이 숨졌다고

앞서 10일 탈레반은 파키스탄 군사령부를 습격해 인질극을 벌여 20여 명에 이르는 사상자가 발생했다. 오늘 오전 9시반쯤 동부 펀자브주 주도인 라호르에 위치한 연방수사국 건물에 무장 괴한 4명이 들이닥쳤다고 지오 TV 등 현지 언론이 보도했습니다.

15일에는 동부 펀자브주 주도인 라호르에 위치한 연방수사국(FIA)과 경찰학교 등 5곳을 대상으로 동시다발 테러를 감행했다.

정부의 소탕전에 대한 탈레반의 반격이 본격화된 가운데, 정부군도 즉각 대응에 나서고 있어 파키스탄에는 전운이 고조되고 있습니다.

Fatah says it's ready to reconcile with Hamas

RAMALLAH, West Bank — Palestinian President Mahmoud Abbas' Fatah party on Wednesday said it had accepted a proposal to hold new presidential and legislative elections next year as part of a broad package meant to end a bitter rivalry with the Islamic militant group Hamas.

Fatah official Mohammed Dahlan said the party had signed the Egyptian-mediated proposal and was dispatching an envoy to Cairo on Thursday to deliver the response. With Egypt seeking a response by Thursday, it remained unclear whether Hamas would accept the deal.

"We have accepted the Egyptian request. Fatah doesn't want to put any obstacles in the way of efforts for national reconciliation. Whoever doesn't respond positively to these efforts will be held responsible," Dahlan said.

The Palestinians have had two rival governments since Hamas fighters ousted pro-Abbas security forces from the Gaza Strip in June 2007. Hamas remains in control of Gaza, while the Western-backed Fatah governs the West Bank. The Palestinians claim both areas as parts of a future independent state.

The infighting has complicated U.S.-led efforts to forge peace between Israel and the Palestinians. While talking to the West Bank government, Israel considers Hamas a terrorist group and maintains a tight blockade over Gaza.

Under the Egyptian proposal, the Palestinians would hold presidential and legislative elections on June 28. In the meantime, Hamas would allow some 3,000 Fatah loyalists to return to duty in the security forces in Gaza. Monitoring committees would work toward establishing a unified Palestinian security force for Gaza and the West Bank, while the rivals would form a separate committee to work together to prepare for the elections.

Fatah negotiator Azzem al-Ahmed said he would deliver the signed agreement to the Egyptians on Thursday. "We signed it without reservations. I hope that Hamas will also sign the agreement so that we can together begin the process of ending the split and restoring national unity."

The proposal does not address some of the key issues in the dispute, most importantly whether a unified Palestinian government would accept international demands to renounce violence and recognize Israel's right to exist.

Hamas' refusal to recognize Israel was a major point of friction in a short-lived Palestinian unity government that disintegrated during the Gaza infighting.

Hostilities remain deep, so any deal is likely to be fragile. Hamas has said that if it accepts the Egyptian proposal, it is not ready to attend a joint signing ceremony with Fatah in the current atmosphere, though a celebration could take place after a Muslim holiday in late November.

Hamas is furious over Abbas' handling of a U.N. report that accused Israel of committing war crimes during a military offensive in Gaza last winter.

Under heavy U.S. pressure, Abbas suspended efforts to press the case against Israel at the U.N. He later reversed himself, but the damage was done and Hamas continues to vilify the president incessantly. Fatah officials, meanwhile, say they want an apology from the detractors.

In Gaza, Hamas spokesman Fawzi Barhoum said the group was still studying the proposal "with all credibility and seriousness."

"We confirm that we are dedicated to the direction of the Egyptian efforts but in a way that confirms our rights and principles and the demands and principles of the Palestinian people."

Gen. Stanley A. McChrystal stepped off the whirring Black Hawk and headed straight into town. He had come to Garmsir, a dusty outpost along the Helmand River in southern Afghanistan, to size up the war that President Obama has asked him to save. McChrystal pulled off his flak jacket and helmet. His face, skeletal and austere, seemed a piece of the desert itself.

He was surrounded by a clutch of bodyguards, normal for a four-star general, and an array of the Marine officers charged with overseeing the town. Garmsir had been under Taliban control until May 2008, when a force of American Marines swept in and cleared it. Since then, the British, then the Americans, have been holding it and trying, ever so slowly, to build something in Garmsir — a government, an army, a police force — for the first time since the war began more than eight years ago.

The Marines around McChrystal, including the local battalion commander, Lt. Col. Christian Cabaniss, looked surprised, even alarmed, when McChrystal removed his protective gear. But as the group walked the rutted streets into Garmsir’s bazaar, they began taking off their helmets, too.

“Who owns the land here?” McChrystal asked, peering up the street and into the shops. “Is it owned by the farmers or by landlords?”

It was the sort of question a sociologist, or an economist, would ask. No one  offered an answer.

“If you owned 200 acres here, would you live on it, or would you live somewhere else?” McChrystal asked.

The entourage entered the bazaar. The Afghans sensed that an important American had arrived, and they began to gather in groups inside the stalls. Then the general stopped and turned.

“What do you need here?” McChrystal asked.

A translator turned the general’s words into Pashto.

“We need schools!” one  Afghan called back. “Schools!”

“We’re working on that,” McChrystal said. “Those things take time.”

McChrystal walked some more, engaging another group of Afghans. He posed the same question.

“Security,” a man said. “We need security. Security first, then the other things will be possible.”

“That is what we are trying to do,” McChrystal said. “But it’s going to take time. Success takes time.”

The questions kept coming, and the answer was the same. After a couple of hours, McChrystal put on his helmet and flak jacket, boarded the Black Hawk and flew to another town.

Success takes time, but how much time does Stanley McChrystal have? The war in Afghanistan is now in its ninth year. The Taliban, measured by the number of their attacks, are stronger than at any time since the Americans toppled their government at the end of 2001. American soldiers and Marines are dying at a faster rate than ever before. Polls in the United States show that opposition to the war is growing steadily.

Worse yet, for all of America’s time in Afghanistan — for all the money and all the blood — the lack of accomplishment is manifest wherever you go. In Garmsir, there is nothing remotely resembling a modern state that could take over if America and its NATO allies left. Tour the country with a general, and you will see very quickly how vast and forbidding this country is and how paltry the effort has been.

And finally, there is the government in Kabul. President Hamid Karzai, onc e the darling of the West, rose to the top of nationwide elections in August on what appears to be a tide of fraud. The Americans and their NATO allies are confronting the possibility that the government they are supporting, building and defending is a rotten shell.

In his initial assessment of the country, sent to President Obama early last month, McChrystal described an Afghanistan on the brink of collapse and an America at the edge of defeat. To reverse the course of the war, McChrystal presented President Obama with what could be the most momentous foreign-policy decision of his presidency: escalate or fail. McChrystal has reportedly asked for 40,000 additional American troops — there are 65,000 already here — and an accelerated effort to train Afghan troops and police and build an Afghan state. If President Obama can’t bring himself to step up the fight, McChrystal suggested, then he might as well give up.

“Inadequate resources,” McChrystal wrote, “will likely result in failure.”

The magnitude of the choice presented by McChrystal, and now facing President Obama, is difficult to overstate. For what McChrystal is proposing is not a temporary, Iraq-style surge — a rapid influx of American troops followed by a withdrawal. McChrystal’s plan is a blueprint for an extensive American commitment to build a modern state in Afghanistan, where one  has never existed, and to bring order to a place famous for the empires it has exhausted. Even under the best of circumstances, this effort would most likely last many more years, cost hundreds of billions of dollars and entail the deaths of many more American women and men.

And that’s if it succeeds.

    BEIJING, March 18 -- Billionaire Yuan Baojing and two other men were executed Friday in Liaoning Province in the contract killing of a man who threatened to expose Yuan's attempt to murder a businessman.

    Yuan Baojing, Yuan Baoqi and Yuan Baosen got lethal injection shortly after a public trial in Liaoyang City.  

    A fourth criminal, Yuan Baofu, was sentenced to death, but the sentence was suspended for two years. That means the death sentence will be commuted to life imprisonment if he is a model inmate over two years.

    The murder victim, Wang Xing, had helped the billionaire in the attempted murder of a businessman in southwestern China's Sichuan Province.

    Yuan Baojing, a Liaoyang native, registered his Beijing Jianhao Industrial Development Company in Beijing's Huairou District in 1992, the Supreme People's Court reported.

    Six months later, he made more than 2 million yuan (US$249,007) of profits. Then he invested in the securities and bonds markets before acquiring more than 60 companies. His assets were valued at more than 3 billion yuan as of 1996, the supreme court said.

    He believed businessman friend Liu Han's manipulation of a broker caused him to lose nearly 100 million yuan in Sichuan Province, he told Yuan Baoqi and Wang at a Beijing hotel in late 1996.

    Wang suggested punishing Liu. Yuan offered a reward of 160,000 yuan for murdering Liu.

    Contract killer Li Haiyang fired two shots at Liu in a Sichuan hotel in February 1997. But the bullets missed Liu, and Li fled. Li was caught and sentenced to life imprisonment.

    Starting from 1997, Yuan Baojing turned down Wang's requests to borrow money, and the latter threatened many times to blow the whistle on his crime of organizing the attempted murder.

    In early 2001, Yuan Baoqi suggested killing Wang. Yuan Baojing agreed, and gave him 300,000 yuan to pay the contract killers. Yuan Baoqi found Yuan Baofu and Yuan Baosen.

    On November 15, 2001, Yuan Baosen and Yuan Baofu stabbed Wang repeatedly, leaving him seriously injured, shortly after Wang left home. The duo fled.

    Yuan Baoqi gave Yuan Baofu 90,000 yuan.

    Wang continued threatening Yuan Baojing. Then Yuan Baoqi paid Yuan Baofu another 180,000 yuan to "finish the work."

    Yuan Baofu and Yuan Baosen waited for Wang near midnight on October 4, 2003, when he left a majhong games shop in Lioayang. As Wang opened the gate to his apartment building, they shot him twice with a hunting rifle.
