The United Nations General Assembly proclaimed 21 November as World Television Day (through resolution 51/205 of 17 December 1996). This was done in recognition of the increasing impact television has on decision-making by alerting world attention to conflicts and threats to peace and security and its potential role in sharpening the focus on other major issues, including economic and social issues.

On 21 and 22 November 1996 the United Nations held the first World Television Forum, where leading media figures met under the auspices of the United Nations to discuss the growing significance of television in today's changing world and to consider how they might enhance their mutual cooperation. That is why the General Assembly decided to proclaim 21 November as World Television Day - to commemorate the date on which the first World Television Forum was held.

The celebration highlights how communications have become one of today's central international issues, not only for their relevance to the world economy, but also for their implications for social and cultural development. The celebration also underlines the ever-increasing demands faced by the United Nations to address the major issues facing humankind - and that television - as one of today's most powerful communications media, could play a role in presenting these issues to the world.

By resolution 836(IX) of 14 December 1954, the General Assembly recommended that all countries institute a Universal Children's Day, to be observed as a day of worldwide fraternity and understanding between children. It recommended that the Day was to be observed also as a day of activity devoted to promoting the ideals and objectives of the Charter and the welfare of the children of the world. The Assembly suggested to governments that the Day be observed on the date and in the way which each considers appropriate. The date 20 November, marks the day on which the Assembly adopted the Declaration of the Rights of the Child, in 1959, and the Convention on the Rights of the Child, in 1989.

In 2000 world leaders outlined the Millennium Development Goals (MDGs) – which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education, all by the target date of 2015. Though the Goals are for all humankind, they are primarily about children. UNICEF notes that six of the eight goals relate directly to children and meeting the last two will also make critical improvements in their lives.

This year's Universal Children's Day also marks the 20th anniversary of the Convention on the Rights of the Child, adopted on 20 November 1989.

Within the framework of the Second Industrial Development Decade for Africa (1991-2000), the UN General Assembly, in 1989, proclaimed 20 November Africa Industrialization Day (resolution 44/237).  The Day is intended to mobilize the commitment of the international community to the industrialization of Africa.

Secretary-General Ban Ki-moon states in his 2009 message for the Day that "the African economy, like the rest of the world economy, continues to feel the impact of the global economic and financial crisis", but notes that to benefit from a recovery, "the continent must focus on industrialization as a critical engine of economic growth and development".



For some time to come the poorer countries of the world will have to rely on agriculture to raise their living standards and supply the capital they need to create industries. In 1996, the UN General Assembly (by resolution 51/95) invited UN Member States to observe the International Day for Tolerance on 16 November, with activities directed towards both educational establishments and the wider public.

This action came in the wake of the United Nations Year for Tolerance, 1995, proclaimed by the General Assembly in 1993 (by resolution 48/126). The Year had been declared on the initiative of the General Conference of UNESCO.

On 16 November 1995, UNESCO Member States had adopted the Declaration of Principles on Tolerance and Follow-up Plan of Action for the Year.

The 2005 World Summit Outcome document (A/RES/60/1), outlines the commitment of Heads of State and Government to advance human welfare, freedom and progress everywhere, as well as to encourage tolerance, respect, dialogue and cooperation among different cultures, civilizations and peoples.
