BEIJING, Sept. 1 (Xinhua) -- Chinese Premier Wen Jiabao said here Tuesday China would not change the orientation of its stimulating economic policy as the country is at a critical stage in the recovery of the economy.

Wen said, when meeting with World Bank President Robert Zoellick, that China's government would continue to pursue proactive fiscal and moderately easy monetary policies.
"We will not change the orientation of our policy," Wen said.
Wen said China would fully implement and continue to enhance and perfect policy in response to the international financial crisis to achieve the goals of economic and social development.
China's economy grew 7.1 percent in the first half of this year and 7.9 percent in the second quarter, reversing a declining trend in the previous seven quarters.
World Bank President Zoellick said earlier China's economic recovery might be better than expected.
In the first seven months of this year, China has seen a robust growth of domestic demand as consumption surged 15.2 percent year on year and investment 32.9 percent. The Ministry of Commerce predicts China's exports will slow their decline or even grow on a monthly basis.
"The macro-economic policy and measures that China adopted in response to the international financial crisis have been proved inconformity with reality, prompt, forceful and effective," Wen said.
Wen said the world economy was now showing signs of stabilizing, but an all-round recovery would be a slow, difficult and complicated process. It would require long-term, concerted efforts by every country in the world in strengthening dialogue, coordinating policy and deepening cooperation.
Wen said imbalances in the global economy were rooted in disparity in development. He urged the international community to pay special attention to difficulties faced by developing countries, especially the least developed one s. He said the gap should be lessened by increasing aid, writing off debts, opening markets and transferring technology.
Wen said China was ready to strengthen cooperation with the World Bank and make new contributions to achieving the UN Millennium Goals and sustainable development of the world.
This is the third time Zoellick has visited China since becoming World Bank President. Following his arrival Monday afternoon, Zoellick exchanged views on the major topics of his agenda in Beijing, the international financial crisis and climate change, with Chinese officials. Besides Beijing, Zoellick will visit Anhui province in east China.
Zoellick said the World Bank was willing to develop cooperation with China in areas such as international development aid, reform of international financial organizations and climate change.
HANGZHOU, Aug. 24 (Xinhua) -- Chinese Premier Wen Jiabao has warned that the country is still facing various uncertainties ahead despite signs of economic recovery, saying the government will maintain the macro economic policies.
"There are still a lot of unstable and uncertain factors ahead and the economic situation ahead is still very grave, although both the world economy and the national economy are making positive changes now," Wen said during an inspection tour to east China's Zhejiang Province from Saturday to Monday. CHANGCHUN, July 27 (Xinhua) -- Chinese Premier Wen Jiabao at the weekend reiterated that the government would stick to its proactive fiscal policy and moderately easy monetary policy for sustained growth.

BEIJING, July 23 (Xinhua) -- Chinese Premier Wen Jiabao has urged the unswerving implementation of the proactive fiscal policy and relatively easy monetary policy to shore up the economic recovery, despite the "grim" fiscal conditions.
Wen also urged finance departments to implement the stimulus package "at full swing", and beef up social security, as well as other spending to improve people's lives.

내일 한중 6자수석 회동..14일 귀국
(서울=연합뉴스) 이우탁 기자 = 북핵 6자회담 의장을 맡고 있는 중국의 우다웨이(武大偉) 외교부 부부장이 12일 오후 인천공항을 통해 입국했다.
우 부부장의 방한은 지난 2일부터 시작된 러시아, 미국, 일본, 한국 등 4개국 순방의 마지막 일정이다.
14일까지 한국에 머무는 우 부부장은 13일 오전 서울 종로구 도렴동 외교통상부 청사에서 우리 측 6자회담 수석대표인 위성락 한반도평화교섭본부장과 만나 유엔 안전보장이사회 결의 1874호 이행과 6자회담 재개 방안 등에 대해 의견을 나눈다.
그는 또 위 본부장과의 회동을 전후로 현인택 통일부 장관과 권종락 외교부 제1차관을 예방한 뒤 14일 오전 귀국길에 오른다.
우 부부장은 앞서 러시아, 미국, 일본의 6자 수석대표를 비롯한 고위급 인사들을 만나 6자회담 재개 방안을 집중 모색한 것으로 알려졌다.
그는 특히 지난 6일 워싱턴에서 스티븐 보즈워스 대북정책 특별대표와 커트 캠벨 동아태 차관보, 제임스 스타인버그 부장관 등 미 국무부 정책라인을 두루 만나 유엔 결의 이행과 6자회담 재개 등을 놓고 협의한 것으로 알려졌다.
외교 소식통은 "현재 북핵 외교가의 분위기는 가급적 유엔 안보리 제재결의 이행을 명분으로 당분간 제재국면을 유지하려는 미국과 6자회담의 조속한 재개를 원하는 중국간에 미묘한 신경전이 펼쳐지는 양상"이라며 "우 부부장의 4개국 순방 이후 중국의 행보가 주목된다"고 말했다.
특히 중국이 조만간 6자회담의 교착국면을 타개하기 위해 북한 측에 모종의 제안을 하거나 고위급 특사를 평양에 파견할 가능성도 제기되고 있다.
후진타오(胡錦濤) 중국 국가주석이 14일부터 시작된 러시아와 슬로바키아, 크로아티아 등 동유럽 3개국 순방 일정을 마치고 21일 귀국했다. 반관영 통신사인 중국신문사는 이날 후 주석이 유럽 3개국 방문 일정을 성공적으로 마치고 21일 오전 전용기편으로 베이징에 도착했다고 보도했다. 후 주석은 지난 14일부터 20일까지 러시아 서부 예카테린부르크에서 잇따라 열린 상하이협력기구(SCO) 연례 정상회의와 '브릭스(BRICs)' 4개국 정상회담에 참석하고 러시아, 슬로바키아, 크로아티아의 정상들과 연쇄 회담을 가졌다.
16일 폐막한 SCO 정상회의에서는 북핵 6자회담 재개 지지 및 회원국들의 안보와 경제 분야 결속 강화 등을 담은 '예카테린부르크 선언'이 채택돼 지역 맹주로서 중국의 역할이 다시 한번 부각됐다.
후 주석은 드미트리 메드베데프 러시아 대통령과 17일 정상회담을 갖고 한반도 긴장 상황에 심각한 우려를 표명하고 북한이 이른 시일 내에 6자회담에 복귀할 것을 촉구하는 내용을 담은 공동성명을 채택했다.
양국은 후 주석의 국빈 방문을 계기로, 국제정치, 경제, 안보 등 다방면에서 협력관계를 강화하면서 밀월기로 접어들고 있다는 평가를 받았다.
후 주석은 이와 함께 만모한 싱 인도 총리와 정상회담을 갖고 양국 간 총리급 핫라인 개설에 합의하고 국경문제도 평화적 방식으로 해결하자는 데 뜻을 모았다.
후 주석은 러시아 국빈방문에 이어 18일부터 20일까지 동유럽의 슬로바키아와 크로아티아를 방문, 연쇄 정상회담을 갖고 경제 등 각 분야의 양국 관계 발전에 합의했다.
후 주석을 수행한 양제츠(楊潔지<兼대신虎들어간簾>) 외교부장은 "후 주석의 유럽 순방은 세계 정세가 급변하고 금융 위기가 만연한 상황에서 주변국과 신흥 경제대국, 동유럽 국가와의 관계 발전에 크게 기여한 매우 중요한 외교 활동이었다"고 평가했다. jsa@yna.co.kr

국제사회가 한목소리로 북한에 대해 핵 도발로부터 돌아서 대화를 통한 핵 폐기 구도로의 복귀를 요구하면서 그 수위 또한 높여가고 있다. 그동안 북한의 혈맹 또는 북한의 처지에 나름대로 동정적이었던 중국과 러시아도 17일 후진타오 국가주석과 드미트리 메드베데프 대통령의 정상회담을 통해 북한이 6자회담에 조속히 복귀하라고 촉구했다. 모스크바 크렘린에서 정상회담을 가진 중·러 정상은 한반도의 긴장 상황에 심각한 우려를 표명하면서 가급적 북한을 자극하지 않는 공동성명 문건으로 북한의 활로를 재적시한 것이다.
우리는 중·러 공동성명이 유엔 안전보장이사회의 12일 대북제재 결의 제1874호 채택 이후 닷새 만에, 특히 공동비전을 선언한 16일 한·미 워싱턴 정상회담 바로 그 이튿날에 발표된 시의 또한 주목한다. 이명박 대통령도 귀국을 앞두고 같은날 워싱턴 블레어하우스에서 한반도 전문가들과 오찬하면서 “중국과 러시아가 북한의 핵 포기 결심을 이끄는 데 적극적으로 협력하도록 만드는 것이 긴요하다”면서 “그 기초는 한미동맹과 공고한 한·미·일 공조”라고 새삼 강조했다.
6자회담 복귀를 촉구하는 이들 국가가 앞서 안보리 대북제재를 선도한 상임이사 5국과 한·일, 곧 P5 + 2와 대부분 겹친다는 사실의 함의를 북한이 간과하지 않기 바란다. 한·미 정상회담에서 ‘6자회담 5개국의 협력을 통한 북핵 폐기의 효과적 방안 모색’을 합의했고 그같은 구도가 중·러 공동성명으로 탄력을 더하게 되리라는 점 또한 북한은 직시해야 할 것이다.
우리는 중국의 의지를 우선 주목한다. 북한의 5·25 핵실험 도발 당시 ‘결사 반대’를 천명한 중국, 북한과의 교역 파이프라인이 여타 나라에 비할 바 아닌 중국, 한반도 안보가 자신의 국가적 현안이기도 한 중국이기 때문이다. 북한을 핵 폐기 대화로 ‘초대’할 중국의 책임이 그만큼 무겁다.
