방문해서,제가 드리고 싶은 말씀을 올리게 된 것을 우선 기쁘게 생각합니다.


반크는 인터넷을 통하여 세계에 잘못 알려진 한국의 역사와 영토, 문화를 바르게

제가 반크에 가입한 후, CIA 홈페이지를 방문하였을 때,
그 곳의 일본 지도에 'Sea of Japan'과 Dakesima/Liancourt Rocks로
표시된 일본 지도를 보면서 '왜'라는 의문을 가지고, 한국과 일본의
근.현대사를 알기 위해 노력 하였습니다.

한국 역사와 기록은 물론, 일본 측의 주장과 기록, 동영상도 보았습니다.

일본이 한국을 지배하였을 때, 약 20만 권의 서적을 가져갔습니다.
그리고 그들은 한국의 가장 오래된 역사책인 '삼국사기, 1145 AD'의 초기 기록 200여 년을 불신하며,
한국의 역사를 멋대로 깎아 내렸지만 , 오늘 날, 한국의 발전된 고고학과 고고학자들에 의해
발굴된 유적과 유물은 삼국사기 초기 기록이 정확하다는 것을 나타내고 있습니다.

그러므로 '삼국사기'에 실린 '신라 지증왕, 512 AD, '이사부에 의한 울릉도와 독도가 한국 영토인 것은 인정되어야 마땅하며 일본이 그것을 부정할 근거는 없다고 생각합니다.

한국은 1500여 년 동안 실질적이고, 실효적으로 독도를 지배하였으며, 1945년 일본으로 부터 해방 된 후 64년 동안에도 한국과 한국인의 영토로 존재하고 있습니다. 그러므로 당신의 사이트에서 일본해, 다케시마/ 리앙쿠르트암으로 표기된 지도는 삭제되어야 합니다.

그러나 저는 수천년의 역사를 지닌 국가의 국민으로서, 35년이 좀 넘는 일본의 지배를 언제까지나 부끄러워할 필요는 없다고 생각합니다.

다만 한국인으로서 일본에 의해 세계에 잘못 알려진 우리의 역사와 문화는
바르게 고쳐져야 하며, 우리의 잃어버린 국토 또한 되찾아야 할 의무가 있다고
생각합니다.


일본은 1876년 쓰러져 가는 조선 왕조와 강제로 맺은 '조일수호조약'
3항, 제 7조에서 ' 일본은 조선의 연해(沿海)·도서(島嶼)·암초(岩礁) 등을
자유로이 측량하고 해도를 작성할 수 있다'라는 불평등한 조약을 받아냈습니다.


그들은 우리의 해안과 섬, 암초 등을 철저히 조사하였으며, 더 나아가 앞으로
일어 날 전쟁에 대비하기 위하여, 등대, 도로, 다리 및 창고와 같은 사회 간접시설
까지 착실히 준비하였습니다.

조선제국과 일본이 병합 하기 전 조선국토는 이미 그들의 것이었으며,
황제를 비롯한 대부분의 조선인들은 당시 무방비 상태였습니다.

1876년 일본 해군성에서 출판된 지도,MAPS 7(in 1876),'JOSEON DONGHEAN DO,
(A MAP OF EAST SEASHORE OF KOREA, IN 1876)'에서 영국, 러시아도 측량,
울릉도와 독도를 자세하게 표기하였으며, 일본은 독도를 조선영토로 인식하고 있습니다.

또한 1878년 지도 MAPS 8 (in 1878)은 (Deilbonbungyunsindo- Japanese map, Yamamura(Japanese), 1878)에서 조선과 독도와 울릉도를 같은 색으로 나타내어 한국 영토로 표기하였으며,
MAPS 9,(Copperplate printing, A complete map of Joseon country, Kimura(Japanese), 1882)에서도 조선과 독도, 울릉도를 같은 색으로 표기하였습니다.

한편, MAPS 12(in 1959),(The map of Dokdo), 'The Larousse (France famous publish company)
published "The world map" in 1959.' 지도에서 'COREE'란 국호와 함께 'Tok Do, Liancourt Rocks,란 표기를 봅니다. 이 지도에서 독도가 일본과 한국 어느 쪽에 속하는지 불분명하지만 불어
'Rers'가 'Rochers'의 약자로 그 뜻이 'Rocks'를 의미 한다면 동해와 함께 독도의 뜻 또한 '돌'을 뜻하므로 독도의 국적은 한국입니다.


기록을 철저히 하기로 유명한 일본인들이 해군성을 포함, 대부분 일본에서 출판된 이 지도에서 독도를 조선 영토로 인정하고 있었다는 것은 일본은 독도를 1904년 까지 조선영토로 인정하고 있었다는 뜻입니다.


따라서 1900년 조선제국의 황제, 고종이 41호 칙령을 통해 독도를 대한제국의
영토로서 선언한 것은 조선의 주권을 빼앗긴 1910년 이전이므로, 국가 원수의
공식화된 선언은 국내는 물론 국제법상으로 효력을 가지며, 국가가 아닌 일개 현인 1905년 일본의 시마네현의 고시와는 비교가 되지 않습니다.

따라서 국제법상 독도에 관한 권리는 오직 대한제국과 그 계승자인 대한민국에 있습니다.

제677호에서 독도가 일본의 영토에서 제외되는 곳으로 명시했다"는 것을 의미
하는 일본의 공식 문서입니다.

이제 한국은 IT 강국으로, 100여 전의 폐쇄적이었던 국가가 아닙니다,
우리는 인터넷을 통해 비밀이 해제된 여러나라의 많은 문서를 볼 수있으며, 국내는 물론
해외에서도 한국인의 노력으로 발견되는 일본 제국시대 서류에서 독도가 한국 영토임을
확인 합니다.


위의 역사적 사실과 기록을 바탕으로 당신 기관에서 사용하고 있는
출판물과 웹사이트에서 '일본해'와 다케시마를 모두 삭제하고 '동해'와 '독도'
를 한국 영토로 올려 줄 것을 저는 강력히 요구합니다.

A record of Dokdo shows that it was merged by Isabu to Usankook (Ulleungdo, Dokdo)
in 512 A.D. (13th year of reign king Jijung , Shilla Dynasty),

Another record shows in 1693s 1696s (22nd year of reign king Sukjong, Chosun Dynasty),
Ahn Yongbok, who was fishing in Ulleungdo found some Japanese fishing ships that invaded
in Korean sea and strongly condemned(비난받을) their illegal fishing activities in Korean sea.

Further in order prevent further invasion he went across the sea to Japan strongly protected
to the Japanese government about the invasion to Korean sea and got their a formal letter of
apology for the invasion.

In response to Ahn's protest the Japanese government banned its people from saling
on Korean sea.

In 1900, king Kojong(Chosun Dynasty) declared on his 41st announcement that Dokdo is
a territory of Korean Empire.
A declaration by the head of country has a legal effect and the declaration by king Kojong
was faster than the announcement in 1905 by Shimane Hyun, a village, not a country.

Based on international laws, therefore rights on Dokdo sole belongs to Korean Empire and its
successor korea.


In Chosun Dynasty the government once banned people from living in islands too far out
from government to get rid of rebels or thieves.

독도에 관한 기록은 512년 신라 지증왕 13년 이사부 우산국(울릉도, 독도)에 복속된 것으로 나타나며 1693년 1696년 숙종 22년 을릉도에 고기를 잡으러 간 안용복은 한국의 바다를 침범한 일본 어선을 발견하자 곧 바로 일본사람들을 대상으로 한국의 바다에서 고기를 잡은 불법 행위를 강하게 문책했다.
더 나아가 안용복은 이런 일이 다시는 발생하지 않도록 바다 건너 일본에 침투하여 일본 정부를 대상으로 한국의 바다를 침입한 사실을 분명하게 항의하였고, 일본정부로부터 공식적인 사과 서한까지 받아 냈다.

안용복의 항의를 통해 일본정부는 공식적으로 모든 일본인의 한국바다 출입금지를 공표햇다.

제가 사는 한국은 5천년의 역사와 그에 걸맞는 문화유산이 있고 고속 경제성장을 이룬 나라지만 전 세계 교과서와 출판물에는 아직 이런 한국의 모습이 잘 알려져 있지 않습니다. 특히 1988년 서울 올림픽, 2002년 FIFA 한일 월드컵을 성공적으로 개최하여 전 세계 매스컴을 통해 한국의 발전된 모습이 소개되었지만, 외국 교과서에 소개된 한국 이해자료는 여전히 미흡한 수준입니다

Korea has 5,000 years history, well-matched cultural heritage and has accomplished high-speed economic growth, but these facts have not been introduced well yet in textbooks and publications all over the world. Especially, Korea’s developed image was introduced to the world through mass communications, hosting the 1988 Seoul Olympic Games, 2002 FIFA Korea/Japan World Cup very successfully but Korean information introduced in international textbooks is still insufficient or incorrect.


무엇보다도 전 세계 외국 교과서에 소개된 한국에 대한 이해자료는 한국에서 직접 전해진 것보다는 일본이나 중국을 통해 왜곡되어 전해진 것이 많습니다. 대표적인 사례가 동해를 일본해라 표기하고, 세계 13대 경제 통상대국으로 성장한 한국을 후진국형 농경국가로, 한국의 5천년 역사를 2천년 역사로, 한국을 중국과 일본의 속국이라 서술한 내용입니다.

First of all most Korean information in international textbooks has been delivered to the world through Japan or China not directly from Korea. Good examples are describing the ‘East Sea’ as the ‘Sea of Japan’, world 13th economic board of trade Korea as a farming country that is underdeveloped, 5,000 years of Korean history as 2,000 years history and describing Korea as the tributary country of Japan and China.


한국에 대한 외국 교과서의 이런 잘못된 내용은 일본 교과서에 실린 한국 소개 내용을 그대로 반영한 것으로서 1910년부터 1945년까지 일본이 한국을 강제 점령한 이후에 일본 학자들에 의해 전 세계에 전해진 내용입니다.

These inaccuracies regarding Korea in international textbooks were reflected from the contents in Japanese textbooks without any verification, which were delivered to the world by Japanese scholars after Japanese colonial rule of Korea from 1910 to 1945.

Recently I visited your website,

and was quite surprised to find your maps of Korea and Japan still describe Korea's 'East Sea'
as 'Sea of Japan,' which is incorrect.

Such an error in a well known website as yours comes as a surprise
since we regard you as one of the world's best.

Using a proper name for the body of water between the Korean peninsula
and the Japanese archipelago is not simply a question
of changing the name of a geographical feature.

It is rather a part of national effort by the Korean people to erase the legacy
of Japanese Imperialism and to redress the unfairness that has resulted from it.
It is an absolutely mistaken thing to hear one side of story and follow.
If we let this kind of things alone, it brings about a serious problem
to disturb order of International society.

For your reference, the world's largest commercial mapmaker, National Geographic, worldatlas.com,
and the travel guidebook, Lonely Planet Publication promised us that they would now use the name 'East Sea.'
In addition, National Geographic and Lonely Planet are already using the name,
'East Sea' in their website after we pointed out the error.

What part of “Japanese Army *** slaves” does Japan’s prime minister, Shinzo Abe,
have so much trouble understanding and apologizing for?

The underlying facts have long been beyond serious dispute.

During World War II, Japan’s Army set up sites where women rounded up from Japanese colonies like Korea were expected to deliver sexual services to Japan’s soldiers.

The book "Story of Yoko" is an autobiography novel written by Kawashima Yoko,
daughter of a Japanese war criminal, the agency quoted a statement of the Central
Committee of the Union of Educationists and Men of Culture of Korea as saying.
(미국 중앙교육 연합회 대변인의 인용에 의하면 소설 '요코 이야기'는 일본 전범자의 딸인
가와시마 요코가 쓴 자전적인 소설로, 한국 남성문화에 대해서 쓴 책이라고 했다)

"(It's) an intolerable insult and mockery of the Korean nation and
an act of going against history and justice...", it said, adding that "(Such action)
is designed to cover up the past crimes of Japan and mislead the public opinion."
(그 책은 한국에 대한 조롱과 모욕 그리고 공정성 결여와 역사 왜곡으로
여론을 그릇된 방향으로 주도하였으며 일본의 지난 날 범죄를 덮어 버렸다.)


The author of "Story of Yoko" is 74-year-old Yoko Kawashima Watkins.
The book is being taught in English language arts courses in middle schools
in New York, Boston and Los Angeles.
'요코 이야기'의 작가 요코 가와시마 왓킨스는 올해 74세이다.

그동안 요 코 이야기는 뉴욕, 보스톤 그리고 로스앤젤리스의 공립 중학생들을 위한
영어 작문을 가르치는 교과서로 채택, 가르쳐왔다.)

The book says that the author and her family witnessed anti-Japanese Korean
"communists" raping Japanese women and killing others as they fled away at
the end of World War II.
(그 책에서 작가는 그녀와 그녀의 가족들이 2차 대전이 끝난 뒤 다른 사람들과 함께
일본으로 도망 가던 중 한국 공산주의자들에게 여성들은 강간을 당하고
다른 사람들은 살해를 당했다고 말한다.)

At present, more and more schools in the United States have rejected
the book due to increasing pressure from Korean-Americans.
(현재 미국 교포들이 '요코 이야기' 를 교과서로 채택한 것에 대해 항의를 하고
있으나 많은 미국 중학교들이 거부하고 있다.)
